Contract A

A 2.5 km, six-street resurfacing contract that grew out of drainage complaints and folded in pedestrian safety and traffic-calming improvements.

Transportation Services opened this contract in response to repeated service requests over poor drainage: during storms, roadside ditches couldn’t keep up with runoff and localized flooding was reaching private property, on roadways that had also reached the end of their service life with widespread cracking. The contract covers six resurfacing sections across 2.5 km, two of which were originally planned as full reconstructions before the team found ways to reduce both scope and budget without losing the drainage fix. Buried ditches needed urgent regrading, and every ditch catch basin was swapped for a birdcage grate type to improve water flow and cut down on debris blockages.

The contract also folded in a corner reconstruction at a local intersection to improve pedestrian safety and accessibility: curb radii reduced to calm turning vehicles and shorten crossings, and landing pads widened with AODA-compliant tactile walking surface indicators. Traffic-calming measures, speed humps, all-way stops, and reduced speed limits, followed from traffic analysis showing drivers averaging up to 15 km/h over the limit, backed by resident survey support. Designed May 2024 to January 2025, design to tender.
